1. General information about Russian Health Care Week 2020

Russian Health Care Week 2020 was held on 7–12 December in an online format (https://www.zdravo-expo.ru/ru/events/). Its programme included about 30 large events; some of them had international participants.

Russian Minister of Health Care Mikhail Murashko: 

– This year, Russian Health Care Week is taking place while facing new challenges, primarily related to the global pandemic and complications it brings. I think it is important to note that even in the online format the events will attract a wide professional audience not only from different regions of Russia but also from other countries.

For many years, the Russian Ministry of Health Care has been supporting this country's largest showcase of accomplishments of the medical science and practical medicine, which brings together doctors, researchers, developers and manufacturers of medical equipment, innovative technologies, as well as representatives of government and business from different countries.

The events were organised by the Russian Ministry of Health Care, the Russian Ministry of Industry and Trade, the Russian Federal Agency for Tourism (Rostourism), the Russian Quality System (Roskachestvo), the St. Petersburg Tourism Development Committee, the Coordinating Centre on Implementing the Federal Project on the Development of Export of Medical Services, the Central Research and Development Institute of Stomatology and Maxillofacial Surgery of the Russian Ministry of Health Care, the National Medical Research Centre for Rehabilitation and Health Resort Therapy of the Russian Ministry of Health Care, the Russian Rehabilitation Center ‘Detstvo’, the Russian Union of Industrialists and Entrepreneurs, the Rosmedprom Association, the OPORA RUSSIA Non-Government Association, Business Russia – the Russian Public Organisation, the Research Institute of Health Care and Medical Management of the Moscow City Department of Health Care, the Filatov International Foundation for Biomedical Technologies Development, the Sechenov First Moscow State Medical University, the RUDN Faculty of Advanced Training of Medical Workers, the RUDN Department of Pediatric Neurology, Physical and Rehabilitation Medicine, the Scientific and Practical Center for Child Psychoneurology of the Moscow City Department of Health Care, the National Council for Medical Tourism, the Congress and Exhibition Bureau, the St. Petersburg Medical Tourism Agency, the ZERTS Agency of Medical Consulting, the OLYMPX digital agency, the Association Managers of Health Care, the Medical Business School, the Innovative Research and Production Center of the Textile Industry, the ProKachestvo business portal, the DonorSearch Association, and EXPOCENTRE AO. The events were held under auspices of the Russian Chamber of Commerce and Industry.

Despite all the difficulties related to the pandemic, Russian Health Care Week has retained its importance as a unique networking platform for cross-sectoral cooperation and an open dialogue between representatives of Russian federal authorities, professional medical community, manufacturers of medical equipment and rehabilitation facilities, professional associations, and funds.

The key topics of 2020 were the implementation of national projects Health Care and Demography, the modernization of primary health care, digital technologies in medicine, the functioning of health facilities in the face of new challenges, the development of exports of medical and health resort services.

The key speakers included Deputy Chairperson of the Federation Council of the Russian Federal Assembly Galina Karelova, Russian Minister of Health Care Mikhail Murashko, Minister of Sport of the Russian Federation Oleg Matytsin, Human Rights Commissioner of the Russian Federation Tatiana Moskalkova, Russian First Deputy Minister of Industry and Trade Sergey Tsyb, Deputy Minister of Health Care of the Russian Federation Oleg Salagay, Deputy Minister of Science and Higher Education of the Russian Federation Alexey Medvedev, Special Representative of the World Health Organization (WHO) in Russia Melita Vuinovich, Deputy Chairman of the Board of the Russian Defense Industry Commission Oleg Bochkarev, President of the Russian Chamber of Commerce and Industry Sergey Katyrin, President of the Russian Union of Industrialists and Entrepreneurs Alexander Shokhin, Deputy Chairman of the Government of Khabarovsk Krai on Social Issues Evgeny Nikonov, and other representatives of different regions of Russia an head external specialists of the Russian Ministry of Health Care.

Representatives of ministries and departments, manufacturers of medical products and equipment, scientists, heads of relevant unions and associations, well-known doctors, owners of clinics and health resorts, agencies, heads of medical institutions, leading international and Russian experts took part in the discussions. The events welcomed about 650 speakers, including leading experts from China, Germany, Kazakhstan, Spain, Ukraine, and the USA.

The most important events were the 12th Russian Assembly of Professionals in the Pharmaceutical and Medical Industries, the 2nd National Congress on the Export of Medical Services, meetings of commissions of the Russian Ministry of Health Care for occupational pathology, sports medicine and health resort therapy, the Russian meeting of the head external wellness treatment specialists of federal districts and regional executive health care authorities of the Russian Federation, the Forum of the Health Care Leadership of Moscow, the 22nd Annual Scientific Forum “Stomatology 2020”, the 15th edition of the International Scientific Conference on the Current State and Development Prospects of the Elite Sports Medicine SportMed 2020, the 1st International Interdisciplinary Forum "Polypeptide Therapy: New Opportunities for Russia", the Global Medical Tourism Summit, the 10th Anniversary Interdisciplinary Congress with international participants, which brought together the 10th Congress on Cerebral Palsy and Other Movement Disorders in Children and the Russian Conference on Relevant Issues of Comprehensive Rehabilitation of Children with Nervous System and Musculoskeletal Disorders in a Rehabilitation Center, the Conference on Management in Health Care. Russian Health Care Week 2020 was held in new conditions caused by the complicated epidemiological situation all over the world. But even online the Week managed to attract more than 15,500 professionals not only from all regions of Russia but also from other countries.

2. Research and practical events of Russian Health Care Week

Russian Health Care week 2020 was opened with the 22nd Annual Scientific Forum “Stomatology 2020”. It was organised by the Central Research and Development Institute of Stomatology and Maxillofacial Surgery of the Russian Ministry of Health Care with support of EXPOCENTRE AO. The participants considered a large number of issues related to the forum’s main topic: Modern Achievements in PediatricMaxillofacial Surgery and Dentistry.

The forum participants talked about a wide range of practical issues related to the introduction of modern technologies into the clinical practice of orthodontists to improve the effectiveness of treatment methods for children and teenagers with malformations and acquired deformities of the dentoalveolar system.

Director of the Central Research and Development Institute of Stomatology and Maxillofacial Surgery of the Russian Ministry of Health Care Fedor Losev talked about the importance of treating children and teenagers with congenital and acquired maxillofacial deformities. Research Advisor of the institute and Academician of the Russian Academy of Sciences Anataliy Kulakov emphasized the significance of scientific achievements in modern orthodontics in the rehabilitation of children and adolescents with maxillofacial pathology.

During the online discussions, renowned practitioners discussed the organisation of interdisciplinary care for children with congenital facial pathology, treatment of infants with the Pierre Robin syndrome, results of early orthopedic treatment of infants with unilateral cleft lip and palate using computer technology, and other important topics.

The conference was attended by more than 300 specialists, scientists, pediatric dentists, general practitioners, orthodontists, maxillofacial surgeons from different Russian cities.

The 12th Russian Assembly of Professionals in the Pharmaceutical and Medical Industries was held as a video conference. The assembly was organised by the Russian Ministry of Industry and Trade, the Russian Union of Industrialists and Entrepreneurs, the Rosmedprom Association, the OPORA RUSSIA Non-Government Association, Business Russia – the Russian Public Organisation, the Russian Chamber of Commerce and Industry, with support from the Russian Ministry of Health Care, the Russian Ministry of Education and Science, the Federal Service for Surveillance in Healthcare (Roszdravnadzor), the Russian Academy of Sciences, the Board of the Russian Defense Industry Commission, and EXPOCENTRE AO.

This year, the assembly is focused on the issues of providing the health care system with breakthrough drug therapy and innovative products for diagnostics and treatment of diseases as part of the Health Care National Project, combating the spread of Covid-19, as well as increasing the role of research centers of the Russian Ministry of Health Care and the Russian Academy of Sciences in creating modern medicines and medical products. The event was moderated by President of Rosmedprom Yury Kalinin.

Russian Minister of Health Care Mikhail Murashko, Russian First Deputy Minister of Industry and Trade Sergey Tsyb, President of the Russian Chamber of Commerce and Industry Sergey Katyrin, President of the Russian Union of Industrialists and Entrepreneurs Alexander Shokhin had welcome addresses to the event participants. The Russian Minister of Health Care talked about the steps taken by the government to stabilize the situation with the prices of medicines during the pandemic, and the measures adopted to accelerate the launch of a number of medicines on the market. "Laboratories had to work in several shifts to make all necessary tests and quickly bring pharmaceuticals to the market", emphasized Mr. Murashko.

Other participants and speakers included Executive Vice-President of the Russian Union of Industrialists and Entrepreneurs Viktor Cherepov, Director of the Department of Pharmaceutical and Medical Industries of the Russian Ministry of Industry and Trade Aleksey Alekhin, Director of the Department for the State Regulation of Medicinal Products Circulation of the Russian Ministry of. Health Care Filipp Romanov, Deputy Head of the Federal Service for Surveillance in Healthcare (Roszdravnadzor) Dmitry Pavlyukov, Deputy Chairman of the Board of the Russian Defense Industry Commission Oleg Bochkarev, Chairman of the Board of the Medical Equipment Consortium Ivan Ozhgikhin, heads and representatives of pharmaceutical and medical enterprises.

The congress participants summarized the experience of different enterprises in fighting the spread of Covid-19 and formulated corrections to the main activities related to the implementation of the state programme of the pharmaceutical and medical industry development.

Referring to the list of instructions of the President of the Russian Federation "On Measures to Use the Potential of the Defense Industry to Manufacture High-tech Civilian Products in Demand on Domestic and Foreign Markets," the congress participants considered proposals of the Medical Equipment Consortium to increase the production of world-class high-tech medical products, monitor their procurement, stimulate demand and export, targeted application of state support measures, as well as participation of various institutions and companies of the Russian Ministry of Health Care in this work, and recommended that they be taken into account in the development of the action plan.

The 1st International Interdisciplinary Forum "Polypeptide Therapy: New Opportunities for Russia" was organised by the Filatov International Foundation for Biomedical Technologies Development, the Sechenov First Moscow State Medical University, and supported by EXPOCENTRE AO.

Leading experts and academicians of the Russian Academy of Sciences Alexander Dyguy and Alexander Chuchalin were joined by Head External Specialist and Plastic Surgeon of the Russian Ministry of Health Care Natalia Manturova and Head External Specialist in Dermatovenereology and Cosmetology of the Russian Ministry of Health Care Nikolay Potekaev.

In his welcome address, the Vice-President of the Russian Academy of Sciences Vladimir Chekhonin noted that one of the right emphases in the health care system could be the priority use of polypeptide therapy methods, efficiency in treatment, and activation of treatment regimens of existing key nosologies: recovery and rehabilitation. It is important to provide practicing physicians with the opportunity to get acquainted with innovations in biomedical technologies.

The speeches related to current clinical practice were of particular interest. In his report, Chief Freelance Gastroenterologist of the Moscow City Department of Health Care Dmitry Borodin cited data on the effectiveness of polypeptide therapy for nonalcoholic fatty liver disease. The use of modern polypeptides allows obtaining effective results on the scale of clinical well-being and general state of patients.

The forum’s leading foreign expert Mahiko Nagase spoke about wide opportunities presented by modern biotechnologies. He noted that many years of experience in implementing polypeptide therapy in clinical practice in Japan have shown great results.

Closing the discussion, Ekaterina Dibrova, President of the Filatov International Foundation for Biomedical Technologies Development, noted the importance of expanding and scaling the experience of successful clinical practice in the application of polypeptide therapy methods. She reported that expert work will continue in the near future in collaboration with the Russian Academy of Sciences.

More than 1,000 participants from 100 cities of Russia followed the discussion of the results of polypeptide therapy methods in therapy, hepatology, neurology, dermatology, immunology and a number of other medical fields. The event was also visited by experts from different counties of Europe, South-East Asia, Japan, Armenia, and Kazakhstan.

The 15th edition of the International Scientific Conference on the Current State and Development Prospects of the Elite Sports Medicine SportMed 2020 was held as a video conference. It was organised by the Russian Ministry of Health Care, the Russian Ministry of Sports, the Federal Medical and Biological Agency, the Russian Association for Sports Medicine and Rehabilitation of Patients and the Disabled (RASMIBRI), the Pirogov Russian National Research Medical University, the Federal Research and Clinical Centre of Sports Medicine and Rehabilitation FMBA Russia, and EXPOCENTRE AO with support and participation of the Olympic Committee of Russia, the Paralympic Committee of Russia, the Federal Research Centre for Physical Culture and Sport, the International Federation of Sports Medicine (FIMS), the European Federation of Sports Medicine Associations (EFSMA), the Federations of Sports Medicine Associations of the CIS Countries, the Baltic States and Georgia.

The Head of the Working Group, Veronika Skvortsova, Corresponding Member of the Russian Academy of Sciences, opened the meeting by congratulating her colleagues on the adoption of the main sports document of the country for the next decade - the Strategy for the Development of Physical Culture and Sports in the Russian Federation until 2030 - approved by the Russian Government.

According to Veronika Skvortsova, the uniqueness of the approved strategy is that its main line is an interdepartmental approach that will combine the efforts of health care, education, science, digitalization, public sports federations, the Russian Olympic Committee, many other agencies, associations and organisations to achieve 70% of the involvement of Russian citizens in fitness and sports, as well as the return of the major world sports games to Russia.

Oleg Matytsin, Minister of Sport of the Russian Federation, welcomed the participants of the SportMed 2020 Conference. According to him, the 2030 Strategy envisages a wide range of large-scale tasks to improve medical and biological support for the training of the sports reserve and sports of the highest achievements.

The Head of the Ministry of Sport expressed confidence that the Conference will become an effective discussion platform for productive exchange of experience of Russian and foreign colleagues. 

Minister of Sport of the Russian Federation Oleg Matytsin: 

– The Strategy 2030 envisages a wide range of large-scale tasks to improve medical and biological support for the training of the sports reserve and sports of the highest achievements. It envisages not only the improvement of rehabilitation measures but also the creation of a national research and clinical centre for sports medicine at the Federal Medical and Biological Agency, which would coordinate clinical and research organisations in the field of sports medicine in integration with leading research organisations in the field of basic, exploratory and applied research.

According to Alexey Medvedev, Deputy Minister of Science and Higher Education of the Russian Federation, the scientific agenda of the organisations subordinate to the Ministry includes many topics that relate to sports medicine. This field of research is interdisciplinary and must be implemented through the interaction of various teams with maximum immersion in the practice of athletes' training.

The SportMed 2020 participants analyzed the development of the management system of sports medicine in Russia, improvement of regulatory environment for medical support of physical culture and sports in this country, creation of inter-university educational biomedical clusters, shared their experience in medical and biological support of athletes during the Covid-19 pandemic.

The conference included the 7th Scientific and Practical Conference on Medical Provision of Top Achievement Sports (FMBA of Russia), the meeting of the Commission on Sports medicine of the Russian Ministry of Health Care, the meeting of heads of medical and physical fitness services of the Russian Federation, the meeting of heads of rehabilitation and sports medicine departments of medical and physical education institutions, and the meeting for approval of clinical recommendations for sports medicine. The events included reports and lectures by leading Russian and foreign researchers.

This year the International Forum INCLUSION-EXPO 2020: Rehabilitation. Accessible Environment. Assistive Technologies included the 10th Anniversary Interdisciplinary Congress with international participants, which brought together the 10th Congress on Cerebral Palsy and Other Movement Disorders in Children and the Russian Conference on Relevant Issues of Comprehensive Rehabilitation of Children with Nervous System and Musculoskeletal Disorders in a Rehabilitation Center. The congress was organised by the Russian Ministry of Health Care, the Moscow City Department of Health Care, the RUDN Department of Pediatric Neurology, Physical and Rehabilitation Medicine, the Scientific and Practical Center for Child Psychoneurology, the Russian Rehabilitation Center ‘Detstvo’, the Research Institute of Health Care Organisation and Medical Management, the National Association of Specialists in Cerebral Palsy, the National Association of Pediatric Rehabilitation Therapists, with support of EXPOCENTRE AO.

Opening a scientific part of the forum, Head External Expert in Pediatric Medical Rehabilitation in the Russian Ministry of Health Care Tatiana Batysheva talked about the great importance of the discussed topics.

Even though INCLUSION-EXPO 2020 had to be held online due to the pandemic, it confirmed its significance as a unique networking platform.

Russian Presidential Advisor Aleksandra Levitskaya: 

– The Congress plays a major educational role, bringing together representatives of the research community and professionals in the fields of medicine, psychology, and defectology. Today in Russia, we actively introduce advanced technologies. The qualifications of specialists are growing, and new opportunities for helping children are emerging. I am positive that this anniversary edition of the congress will develop new approaches to the comprehensive treatment of motor activity disorders in children.

The congress included an open dialogue between representatives of the medical community, social protection, manufacturers of rehabilitation equipment and personal rehabilitation devices, charitable foundations, psychologists, and educators. The plenary meeting and different sessions were devoted to new opportunities for organising pediatric neurological care, an interdisciplinary approach to organising care for children with pathologies of the nervous system, and correction of cognitive and behavioral disorders in children. The event participants talked about key problems of the state policy, social and medical care for children with disabilities within the Health care and Demography national projects, as well as the Decade of Childhood.

The scientific programme included presentations on the following topics: the International Classification of Functioning in Pediatric Rehabilitation, the Digital Technologies in Organising Medical Care for Children, the Neurological Manifestations and Complications of Covid-19 in Children and Teenagers, and others.

During the three days of the congress, more than 3,000 leading domestic and foreign specialists in pediatric rehabilitation took part in its events. The events were held concurrently in two halls.

3. Events devoted to export of medical services, medical and wellness tourism

The 2nd National Congress on the Export of Medical Services served as a key information platform for participants in the federal Project on Development of Export of medical Services. It was organised by the Russian Ministry of Health Care, and the Coordinating Centre on Implementing the Federal Project on the Development of Export of Medical Services with support of the National Council for Medical Tourism, and EXPOCENTRE AO.

The congress opened with the panel session on Export of Medical Services: Global Challenges. The participants noted that the pandemic has made adjustments to federal project implementation plans. The closure of borders, the lack of opportunities for medical companies to attract foreign patients due to the workload due to the pandemic, the inability to carry out exhibition activities and participate in international events – all of these complicate the development of medical tourism. For successful development of the industry in the new conditions, it is necessary to strengthen interagency cooperation, remove barriers in obtaining visas for medical purposes, use the time of the pandemic to prepare the necessary regulatory documents, strengthen expert work, introduce a quality and safety management system for medical activities.

The participants in the plenary session included Member of the Russian Council of the Federation Vladimir Krugly, Deputy Director of the Department of International Cooperation and Public Relations of the Russian Ministry of Health Care Andrey Gayderov , Director of the Federal Center of Otorhinolaryngology, Member of the Russian Civic Chamber Nikolay Daikhes, Director General of the National Medical Research Radiological Center of the Russian Ministry of Health Care, Head External Oncologist of the Russian Ministry of Health Care Andrey Kaprin, and other experts.

Director of the Federal Center of Otorhinolaryngology, Member of the Russian Civic Chamber Nikolay Daikhes:

– The Week annually brings together the efforts of leading experts in the implementation of national projects aimed at increasing the duration of active, healthy life of the population, and the growth of exports of medical services. I am positive that after the pandemic is over, meetings at Russian Health Care Week will be of a particular value as we all need to discuss a lot of things so that this situation will never happen again on such a global destructive scale.

The second part of the Congress was devoted to the export of medical services in different regions of Russia. The topic was discussed among representatives of all interested organisations and departments.

The Congress wrapped up with the First Research Conference in Memory of Igor Lanskoy: Export of Medical Services: Problems and Quality. Advisor to the Russian Health Care Minister (2013–2017) Igor Lanskoy was the one who launched the Federal Project on the Development of Export of Medical Services. In 2016, his idea for a special project to develop medical tourism was first voiced at the highest level.

The conference was attended by representatives of the Federation Council of the Russian Federal Assembly, the State Duma of the Russian Federal Assembly, the Russian Ministry of Health Care, the Russian Ministry of Foreign Affairs, and other interested federal executive authorities, heads of federal medical centres that are leaders in this field, and leading researchers in medical, economic, sociological, philosophical and biological sciences.

The Global Medical Tourism Summit was organised at Russian Health Care Week for participants in the MedTravelExpo International Exhibition. It was organised by the St. Petersburg Tourism Development Committee, the St. Petersburg Congress and Exhibition Bureau, and the St. Petersburg Medical Tourism Agency with support of the National Medical Tourism Council, and EXPOCENTRE AO.

More than 30 international experts from China, Germany, Kazakhstan, Russia, Spain, the USA and other countries discussed the industry’s development and opportunities for Russia in the global market of medical and wellness tourism.

Michel Julian, Senior Programme Officer of the Department of Market Research and Competitiveness in Tourism of the World Tourism Organization, shared optimistic forecasts for the recovery of the tourism industry in the world. Elena Lysenkova, Head of the Department of State Tourism Projects and Tourism Security of the Federal Agency for Tourism, spoke about possible support measures for medical tourism within the National Project on Tourism and the Hospitality Industry. Sergey Korneev, Chairman of St. Petersburg Tourism Development Committee, and Mikhail Remizov, the representative of St. Petersburg Committee for Health Care, talked about the potential of St. Petersburg as an international destination for foreign patients.

President of the China International Health & Medical Tourism Association Jia Xiao Fang presented a detailed report on the state of the outbound medical and health tourism market in China, and praised the strategy for the industry’s development in Russia. Deputy Chairman of the Government of Khabarovsk Krai on Social Issues Evgeny Nikonov talked about a high ex[port potential of the Russian health care system.

The two-day summit covered such important industry development topics as digitalization in the era of Covid-19, support for medical tour operators, marketing and branding of territories for medical tourists. A session with leading international certification and accreditation programmes – Temos Worldwide, Medical Tourism International, and Global Healthcare Accreditation – aroused a great interest among the participants.

The summit concluded with an awards ceremony for medical tourism market leaders. A total of 7 awards were presented. EXPOCENTRE received a diploma as a leading networking platform for the participants of the medical tourism market.

Professionals from 12 countries and 43 regions of Russia attended the event. The summit welcomed more than 600 people over two days.

4. Events devoted to development of the health resort industry and occupational pathology at Russian Health Care Week 

One of the main goals of Russian Health Week is to promote development and raise awareness about the health resort industry, which is currently responsible, among other things, for the rehabilitation of patients who have had Covid-19. That is why two of the key events were the Russian meeting of the head external wellness treatment specialists of federal districts and regional executive health care authorities of the Russian Federation and the meeting of the Commission of the Russian Ministry of Health Care for Resort Treatment. They were organised by the National Medical Research Centre for Rehabilitation and Health Resort Therapy of the Russian Ministry of Health Care.

The topic of the Russian online meeting of chief freelance specialists in health resort treatment was the Implementation of the Development Strategy for the Russian Health Resort Industry.

A meeting of the Commissionof the Russian Ministry of Health Care for Occupational Pathology was organised by the Russian Ministry of Health Care with support of EXPOCENTRE AO.

Oleg Salagay, Deputy Minister of Health Care of the Russian Federation, addressed the meeting and said that during the pandemic health care workers were the largest occupational risk group. The meeting was attended by Igor Bukhtiyarov, Chief Non-Staff Occupational Pathologist of the Russian Ministry of Health, and occupational pathologists from all federal districts of Russia.

The meeting was devoted to the issues of expert examination of the coronavirus infection cases among medical workers, the state of the regulatory framework in occupational pathology, the procedures for providing medical care for various occupational diseases, and organisational issues of the occupational pathology service.

5. Moscow’s health care in the focus of Russian Health Care Week

One of the key events was the two-day Forum of theHealth Care Leadership of Moscow. It was organised by the Research Institute of Health Care and Medical Management of the Moscow City Department of Health Care, in partnership with the Russian Ministry of Health Care, the Russian Academy of Sciences, the Semashko Medical Research Center for Public Health, the Roscongress Fund, the Content Fund, the Skolkovo International Medical Cluster, the Central Research Institute of Health Care Organisation and IT Development, and with support of EXPOCENTRE AO.

Heads of the regional office of the World Health Organization, the World Bank, the London School of Economics, the Russian Academy of Sciences, leading research and educational organisations, chief freelance specialists of Russia, chief physicians of medical organisations in Moscow, clinicians, as well as key international industry experts took part in the event. During two days Moscow’s leading specialists presented more than 150 live reports on key issues of response of all profile medical services to the challenges of Covid-19. About 8,000 people from Russia, the CIS and Europe joined the online broadcast.

– The main focus of discussion at the forum is on methodological aspects, the expert position and scientific justification of nascent and already ongoing projects in the field of medicine. It is worth noting that Moscow's health care system has changed its standing for the better in all ratings over the past 10 years, and Moscow itself – as one of the largest cities in the world – has become objectively recognisable. In the era of the spread of a new coronavirus infection, the resilience and reliability of Moscow’s health care system made it possible to keep the situation under control, contain the onslaught of the pandemic and prevent high mortality rates.

Early in the COVID-19 pandemic, the World Health Organization assessed the risks of a new coronavirus infection and organised work to analyze and select the most successful measures to combat the pandemic and develop effective mechanisms to restore the resilience of health systems.

– During the pandemic, major resources are devoted to helping patients with Covid-19, often at the expense of other areas including rehabilitation, diagnosis, dentistry and family planning. For ten months now, the global community has been in the midst of a pandemic. We need to collect and accumulate international experience, use it to formulate sound management decisions and implement them in national health care systems, which will make it possible not only to combat the coronavirus infection successfully, but also to maintain the volume of medical care in all key areas.

World Bank's Country Director for the Russian Federation Renaud Seligmann recalled that the World Bank, in partnership with the Research Institute of Health Care and Medical Management of the Moscow City Department of Health Care, is involved in a large-scale cross-country project to study the impact of coronavirus on accelerating the adoption and use of digital technologies, including telemedicine. The main goal of the project is to make a scientific contribution to global health care in terms of its digital transformation. 

World Bank's Country Director for the Russian Federation Renaud Seligmann: 

– The Moscow government quickly developed a set of measures to contain the spread of Covid-19, and we are seeing their impact. The coronavirus pandemic has accelerated the introduction of innovative technologies into the real economy, and health care is leading the way. During the past year, global health systems have demonstrated effective examples of innovation, and Moscow is one of the global leaders in this area. The use of artificial intelligence and telemedicine are just some examples of successful practices.

The two-day forum included 32 sections in different medical areas presented by management and methodological departments of the Department of Health of the City of Moscow. In their speeches, clinicians, scientists, and managers shared their experience in the difficult conditions associated with the spread of Covid-19.

Denis Protsenko, Chief Freelance Specialist in Anaesthesiology and Resuscitation of the Moscow City Department of Health Care and Chief Physician of City Clinical Hospital No.40 highlighted the issues of re-profiling the anaesthesiology and resuscitation services during the pandemic, approaches to treatment of patients with Covid-19 and new technologies. According to Denis Protsenko, the reprofiling required the use of new architectural solutions, continuous team training, and constant updating of internal protocols and scripts for each clinic. The main causes of 'early' mortality in patients with Covid-19 are thromboembolic complications. In this situation, monitoring the effectiveness of anticoagulant therapy becomes very important. A significant role during the pandemic was played by the establishment of an advisory centre on the basis of City Clinical Hospital No 40.

Director of by the Research Institute of Health Care and Medical Management of the Moscow City Department of Health Care Elena Aksenova outlined the communication programmes, which the Institute developed during the pandemic. All of them can be used in the post-pandemic period as well. According to Elena Aksenova, all the communication programmes that were designed and implemented in 2020 are digital. For example, organisational and methodological departments of the Moscow City Department of Health Care answer questions from the public in the "Virtual Doctor's Office" on the niioz.ru website. A digital platform "Day Hospital 2.0" has been developed, which contains personal digital offices for each patient. The platform allows children to be rehabilitated at home, the parents are actually partners with the doctors. There is also a platform niioz.ru/covid-19/, which collects information from reliable foreign sources every day, translated into Russian and structured for easy retrieval.

The two-day forum was concluded with the traditional summing up of the final results of the Russian Singing Doctors 2020 competition with the participation of talented doctors, nurses, and entire teams of clinics from various Russian cities

6. Events devoted to Covid-19 at Russian Health Care Week 

A number of events were devoted to the topic of Covid-19.

The Russian Association of Engineers for Heating, Ventilation, Air-Conditioning, Heat Supply and Building Thermal Physics (ABOK) and the Moscow Architectural Institute with support of EXPOCENTRE AO held the Conference on Engineering Systems in Medical Facilities to Combat Covid-19.

The conference welcomed more than 400 professionals from 88 cities of Russia and 28 cities of other countries such as Armenia, Azerbaijan, Belarus, Estonia, Germany, Kazakhstan, Latvia, Moldavia, Mongolia, Serbia, Ukraine, and Uzbekistan.

Chairman of the ABOK Committee on Historic and Museum Buildings and Director General of Vac Engineering OOO Evgeny Bolotov talked about air condition management in medical facilities and limitation of spread of hospital-acquired infection. Chair of the ABOK Committee on Preventive Healthcare Institutions and Professor at the Moscow Architectural Institute Anna Borisoglebskaya gave examples of ABOK’s recommendations related to the design of heating, ventilation, air conditioning and water supply engineering systems in newly constructed and renovated medical facilities.

The conference attracted a great deal of interest offering many presentations with expert practical advice to design engineers and technical service specialists in the design, construction and operation of health care and medical facilities.

Vladislav Melnik, founder of the International Center for Training and Development of Massage Therapists, psychotherapist, Head Expert and Coach of the Russian National Abilympics Team, devoted his two master classes to countering the effects of Covid-19. During the webinars, participants learned about the achievements of the new original methodology, assessed the prospects and relevance of neopsychosomatics in medical practice during the pandemic, and received some practical recommendations.

The 29th Russian Forum on Circulation of Medical Products in Russia. The Winter Session. Online was devoted to the changes in the circulation of medical products in Russia and preparations for registration under the EAEU regulations, which is relevant to the entire market for the circulation of medical products in Russia, especially in the context of the ongoing Covid-19 pandemic.

Russian manufacturers of medical products received the relevant information on how to solve the problems they face in going through the registration procedures. Questions were answered by heads and experts of the Roszdravnadzor National Institute of Quality and the Eurasian Economic Commission. The forum also included one-day workshops on Registration of Medical Products According to the EAEU Regulation, and Challenges of In Vivo and In Vitro Diagnostics.

7. Health care innovations at Russian Health Care Week

The online Conference on Additive Technologies in Health Care: International and National Experience was organised by Z-axis with support of EXPOCENTRE AO.

The participants' presentations were devoted to a number of main trends in development of 3D printing for medicine, in particular, IN SITU bioprinting, which is the replacement of tissue defects using a robotic complex and hair growth, the replacement of bone defects in oncology, preoperative preparation, production of components and parts for medical equipment, spine surgery with installation of individually printed implants made of titanium, 3D printing of individual guidewires for surgical replacement of knee joints, innovative 3D printing technologies in dentistry, production of new types of medical products for protection of medics and population, Covid-19 diagnosis and repair of medical equipment during Covid-19 pandemic, and others.

During the coronavirus pandemic, there has been a real progress in the use of 3D technologies in medicine. It is facilitated, among other things, by the emergence of new additive materials (biocompatible, elastomers, temperature-resistant, oil- and water-resistant), their certification, the popularization of 3D printers and technologies, and other reasons.

Traditionally, new health care related projects are presented at Russian Health Care Week. In 2020, an online portal for donors Moscow.DonorSearch.org was presented during the Panel on Development of Voluntary Blood Donations as a Response to the Global Challenges of Our Time. The DonorSearch.org Experience During the Pandemic.

During the presentation, Ruslan Shekurov, founder and head of the blood donor community, showed its functionality and capabilities live on air. The portal is designed to solve the tasks of Moscow organizations - NGOs and blood centres - and volunteer groups with regard to attracting donors to help their beneficiaries. Now every donor can find out about donor events held in their area or organise their own event by distributing information in the Moscow donor community at Moscow DonorSearch.org.

The meeting participants discussed the current state of donor organisations and the prospects for the development of blood donation in Russia. Representatives of the regions – members of the DonorSearch.org blood donor community - shared their experience in conducting mass donor events and voiced a number of challenges they face.

The Innovative Research and Production Center of the Textile Industry, the Russian Quality System, the ProKachestvo business portal and EXPOCENTRE AO organised the online Panel on Innovative Textile Materials in Medicine.

The event was moderated by Development Director of the Innovative Research and Production Center of the Textile Industry Konstantin Bandorin and Expert of the All-Russia People's Front, Chair of the Board of the Council of Mothers Russian Public Organisation, President of the Association of Manufacturers and Consumers of Goods and Services for Children “Parents’ Choice” Tatiana Butskaya.

According to Konstantin Bandorin, medical textile is a large segment of the textile and garment industry, which becomes especially important during the pandemic. These are masks, napkins, sheets, fillers, protective clothing, orthopedic products, and much more.

Deputy General Director of the Russian National Institute for Research, Development and Testing of Medical Equipment Olga Tarasenko drew special attention of manufacturers to the requirements that medical devices must meet in order to obtain registration certificates. General Director of Colornile Aleksandr Muravlev announced the start of a Russian production chain (from yarn to finished product): Kolornil has developed and mastered a new type of yarn production using RC® technology. This is a fundamentally new technology for Russia, the first in the production of polyamide-based microfibre yarns, marking the future in yarn production and using only Russian raw materials.

The topic was continued by Denis Utkin, Head of Marketing of  Peredovaya Tekstilschitsa. In 2017 the company started production of fabrics from Russian RC® air-textured yarns, which enabled it to expand its product range and offer outfitters high-quality fabrics that are superior to their imported counterparts in terms of their consumption properties.

8. Events for the medical business at Russian Health Care Week 2020

Russian Healthcare Week 2020 traditionally focused on issues of medical business development, modern management, promotion, and image building.

The Conference on Management in Health Care. New Reality was held as part of the online programme of Russian Health Care Week. The event was organised by the Association Managers of Health Care and the Medical Business School with support of EXPOCENTRE AO.

The event was opened by Muslim Muslimov, Chair of the Association Managers of Health Care and Chair of the Committee on Medical Services of Business Russia. He also moderated the first block of the conference.

The first conference block was devoted to the development trends of health care. It was opened by Maksim Balyasnikov, Co-chair of the Association Managers of Health Care, and General Director of the First Clinical Medical Center network. He spoke about the development of health capital using the public-private partnership in the health care sector, health capital growth factors, and the Hospital of High-competence and Medical Technology project.

Sergey Morozov, Director of the Scientific and Practical Clinical Diagnostic and Telemedicine Center, chief freelance specialist in radiation and instrumental diagnostics of the Moscow City Health Care Department and the Russian Ministry of Health Care in the Central Federal District raised the issue of the introduction of AI in medicine.

Vladimir Geraskin, PwC Russia Executive Director for Public Sector Healthcare, talked about expanding opportunities for government support and regulation measures for the development of the health care industry.

Chair of the Board and one of the founders of the Expert medical group Elena Latysheva drew attention to the need for a comparative analysis of the performance of the private and public health systems, otherwise it is not possible to assess the effectiveness of budgetary investments.

President of the Association of Doctors of MRI Diagnostics, Professor of the Department of Health Care Management, Economics of Law and International Projects of the International Institute of Postgraduate Medical Education Sergey Lazarev spoke about the specifics of interaction between medical organisations of different forms of ownership within the National Health System.

The report of Anna Solomakhina, Deputy Chair of the Association Managers of Health Care on Education and General Director of the Medical Business School, was devoted to the shortage of qualified managers in the health care sector.

There was also a discussion about the health care management related to the events of 2020 and Covid-19 in Spain with CEO of ACIR/ACEA, Co-Chair of the Moscow Office of Business Russia, Business Ambassador of Business Russia for Spain and Portugal Eduard Gulyan and Owner and Head of Tintoré&Asociados Ignasi Tintore. The discussion was concluded by Commercial Director of Proton New Energy Future Cristina Oliva (Spain).   

The second conference block was moderated by Anna Solomakhina. It was devoted to the importance of organizing a system business in medicine.

Their presentations dealt with new trends in the handling and investigation of medical cases, the distinction between medical care and medical services, the importance of the nomenclature of specialties and services in the work of a medical organization, the introduction of periodic accreditation and its particular legal status, supporting the well-being of employees in a pandemic situation, the impact of introducing financial planning to optimise clinic operations, leasing in medicine, the most important points of distance communication with patients, and social media, promising from a business perspective, to promote clinics.

The first Forum on Promotion of Medical and Health Tourism Through the Blogosphere. Case Study was organised by the OLYMPX Digital Agency and the Savages Visual Agency with support of EXPOCENTRE AO.

The 6th Russian Conference on Relevant Issues Facing Modern Health Care Institutions was organised by EXPOCENTRE AO and the Imperia Congress and Exhibition Company. It was attended by leading market analysts, experts in organizing work in the Compulsory Health Insurance system, consultants on interaction with authorities, specialists of scientific health centers in the field of telemedicine, IT specialists in medicine, as well as experts in managing the internal processes of the clinic. 9. Events of the Russian Chamber of Commerce and Industry at Russian Health Care Week 2020 

The hybrid Changing the Life Quality Forum was organised by the Russian Chamber of Commerce and Industry within its special project AGRO: For Quality!

The plenary session 'Changing the Quality of Life: How to Balance Social and Market Development' was moderated by President of the Russian Chamber of Commerce and Industry Sergey Katyrin and its Vice President Elena Dybova, They touched upon major business and trade issues and the general mood of our country's residents.

– The notion of 'quality of life' has become firmly embedded in the contemporary discourse. This quality is talked about in numerous discussions. Even the government calls it one of the fundamental priorities of the socio-economic development.

According to experts, the level of quality of life is determined by a number of parameters. There is no doubt that one of them is a high life expectancy, supported by a high quality of medical care. Equally important are the quality of products and the range of services one receives on a daily basis. It is the prerogative of business to create and provide quality services to consumers, whose safety standards are set and monitored by the state.

Experts from the Russian Public Opinion Research Center, the Department of Regional Programmes of the Expert Institute for Social Research, the Civic Chamber of Russia, and the Federal Service for Surveillance in Consumer Rights Protection and Human Welfare spoke at the forum. They highlighted the trends of public opinions. The participants discussed the changes taking place in the regional life of the country and gave specific examples of how local authorities are working to improve the quality of life.

In the second part of the session, representatives of small and medium-sized businesses talked about how businesses in the regions can successfully produce excellent products, thus supporting their quality of life.

The forum's plenary session was preceded by a business breakfast organised by the Russian Chamber of Commerce and Industry. It was hosted by the Chamber’s Vide President Elena Dybova. Representatives of major trading companies and retail chains took part in the discussion, which was called Online and Offline: How to Adapt Your Business to the New Reality?

A number of events of Russian Health Week 2020 were followed by the awarding of continuing medical education points for doctors and medical staff.

Russian Health Care Week 2020 also included six major online events that were held throughout the year: the 1st Russian Online Conference on medical Tourism.
