Russian Health Care Week 2023 took place at EXPOCENTRE Fairgrounds, Moscow, Russia, from 4 through 8 December 2023. It is Russia’s largest annual series of congresses and exhibitions, which cover almost the entire medical and health care industry from development to production of medical devices, and from scientific research to practical applications in medicine.
The Week is traditionally included in the list of events supported by the Russian Ministry of Health Care and in the consolidated list of congresses and exhibitions held in Russia and abroad for participation of the Russian Ministry of Industry and Trade. It is one of Russia’s main series of federal medical conventions and exhibitions.
Russian Health Care Week brings together a large scale conference programme and exhibitions – Zdravookhraneniye, Healthy Lifestyle, MedTravelExpo. Medical Clinics, Health and Spa Resorts, and the PharmMedProm exhibition and conference. Their main objective is to promote the implementation of the national projects on Health Care, Demography, Science and Universities, and the federal project on Development of Medical Services Export.

The large-scale showcase demonstrated the latest medical technology, equipment, medical devices, rehabilitation and prevention means, pharmaceuticals, as well as equipment, technologies and materials for a healthy lifestyle, medical and health-improving services, recovery and treatment technologies in Russia and other countries.
Russian Health Care Week 2023 was organised by the State Duma of the Russian Federal Assembly, the Russian Ministry of Health Care, and EXPOCENTRE AO, with the support of the Federation Council of the Russian Federal Assembly, the Russian Ministry of Industry and Trade, the Russian Ministry of Economic Development, and the National Priorities Autonomous Nonprofit Organisation, and under auspices of the Russian Chamber of Commerce and Industry.
In 2023, the Week presented an unprecedentedly broad industry scientific, practical and business related programme, bringing together the key events of the largest federal organisers and leading associations at EXPOCENTRE Fairgrounds.

In accordance with the Decree of the President of the Russian Federation No. 231 of 25 April 2022, in order to strengthen the role of science and technology in solving the most important problems of the development of society and the country, the years 2022-2031 in Russia are declared the Decade of Science and Technology.
It is the second year that Russian Health Care Week is one of the largest events included in the Decade implementation plan, which promotes the development and popularisation of science, introduction of innovative developments and promising technologies in the field of medicine into production.
The Week is held within two initiatives of the plan of the Decade of Science and Technology in Russia: Designing the Future, and Platforms for Interaction Between Science, Business, Government and Society.
This year, the honourable mission of Russian Health Care Week, as the final event of the second year of the Decade of Science and Technology in Medicine, was, among other things, to create the necessary conditions for the promotion of innovative developments and their practical application.
For the first time within Russian Health Care Week, the National Priorities Autonomous Non-profit Organisation, which is the operator of the Decade of Science and Technology, has joined efforts with EXPOCENTRE AO to organise the Forum on the Decade of Science and Technology in Russia: Direction to Medicine.
In addition, in order to promote the achievements of Russian medicine, contribute to the development of the investment climate, and attract talented young people to research and development, this year the project office of the Decade of Science and Technology in Russia has compiled a specialguide for the RHCW exhibitions, which presents exhibitors from the Decade's partner organisations who presented their advanced medical developments.
This year, the exhibitions and the conference programme welcomed 23,500 professional visitors. In particular, deputies of the Russia State Duma Committee on Health Protection headed by the Committee Chair Badma Bashankaev together with Director of the Department of Radioelectronic Industry at the Russian Ministry of Industry and Trade Yury Plyasunov had a tour the exhibitions, paying special attention to new Russian solutions in medical equipment presented at Russian Health Care Week.

“Russian Health Care Week grew by a third compared to last year. The area was about 20,000 net square metres, and more than 1,100 companies from 15 countries took part. Russia was represented by 50 regions. National pavilions were presented by our colleagues from Cuba and China. Our European partners have not forgotten us either.”
This year, the Week’s exhibitions welcomed 1,152 companies from 15 countries: Belarus, China, Croatia, Cuba, Germany, India, Japan, Kazakhstan, South Korea, Kuwait, Lebanon, Russia, Singapore, Thailand, and Turkiye. China and Cuba had national pavilions.
Thanks to regional business support funds, 50 regions of Russia were represented in the exhibitions.
Zdravookhraneniye 2023 and Healthy Lifestyle 2023 welcomed such well-known companies as Sibur, Shvabe, Electron, AMICO, Bimc-Cardio-Volga, Almaz-Antey Concern, Medical Technologies LTD, First Medical Company, Medindustria Service, Nizhegorodets, Modern Transport Technologies Group, S.P. Helpic, Nikamed, Trives, Orto.Nik, Ortorent, Orbita, Physiotechnica, and many others.

About 50 Russian manufacturers of medical devices became participants of the PharmMedProm joint stand arranged under the auspices of the Russian Ministry of Industry and Trade. They displayed innovative Russian developments for high-tech medical care, specialised furniture, surgical instruments and much more.

The eventful conference programme of Russian Health Care Week 2023 brought together more than 90 important events which welcomed more than 1,000 leading Russian and foreign speakers.

“The list of events held within Russian Health Care Week is expanding. Ninety events is a stable figure, which allows the Week to focus on many areas. Today, the Week is oriented among other things towards the development of medical institutions and the provision of medical care, including the export of medical services. This field is also one of the most important ones today, as instructed by the President within the framework of the National Project.”
Special attention was traditionally paid to events dedicated to the development of science and promotion of Russian innovative developments, aimed at creating favourable conditions for synergy between scientists, young professionals, manufacturers, investors and health care organisers.

The Week was opened with the 15th Russian Assembly of Professionals in the Pharmaceutical and Medical Industries, organised by the Rosmedprom Association, the Russian Union of Industrialists and Entrepreneurs, the OPORA RUSSIA Non-Government Association, the Russian Academy of Sciences, and the Russian Chamber of Commerce and Industry, with the support of EXPOCENTRE AO. “The activity of Russian manufacturers of medical equipment is growing. We have almost doubled the list of medical devices supplied to polyclinic medical centres. In addition to it, we have made good savings and increased the volume of purchased equipment. At the initial stage of the primary health care modernisation programme, this figure did not exceed 20% in the spectrum of domestic equipment supplies to polyclinic units. Today this figure has already exceeded 50%.”
The assembly participants discussed the report on the work of professional public associations and enterprises of the industry in 2022-2023 and tasks to improve the competitiveness of the production of medicines and medical devices, proposed by the Rosmedprom Association, which was delivered by President at the Rosmedprom Association Yuri Kalinin. Another important event was the Strategic Session on Modern Medicine: Priorities, Personnel, Laws. Exhibitions as an Effective Mechanism for Using Breakthrough Solutions in Health Care, which was held jointly with a meeting of the Committee on Exhibition, Fair, and Convention Activity of the Russian Chamber of Commerce and Industry.
The session as organised by the Russian State Duma Committee on Science and Higher Education, the Russian State Duma Committee on Health Care, the Committee on Exhibition, Fair, and Convention Activity of the Russian Chamber of Commerce and Industry, Research Institute of Health Care and Medical Management of the Moscow City Department of Health Care, and EXPOCENTRE AO.
The event was moderated by Deputy Chair at the Russian State Duma Committee on Science and Higher Education, Chair at the Organising Committee of NTI Expo Vladimir Kononov, who emphasised the importance of working with young people.
The participants included First Deputy Chair at the Russian State Duma Committee on Health Protection Leonid Ogul, Director at Research Institute of Health Care and Medical Management of the Moscow City Department of Health Care Elena Aksenova, Deputy Director of the Department of Science and Innovative Development of the Russian Ministry of Health Care Oksana Fomicheva, and representatives of major state corporations, development institutes and leading Russian medical universities.
On December 4, the Strategic Session on Addressing the Challenges of Import Substitution in Biomedicine welcomed relevant experts, representatives of business, development institutions, research and production enterprises, and chambers of commerce and industry of such Russian regions as Stavropol Krai, Central Siberia (Krasnoyarsk), Arkhangelsk, Moscow, Ulyanovsk oblasts, and Gubkin, Obninsk and Serpukhov.
The event was co-moderated by Vice President at the Russian Chamber of Commerce and Industry Dmitry Kurochkin and Director of the Department of Project and Investment Activities at the Russian Chamber of Commerce and Industry Elena Medvedeva.
As a result of the strategic session, its participants will conceive projects for development institutions and promotion in domestic and foreign markets.
On the Week’s opening day, the Emergency Medical Center of the Moscow City Department of Health Care in cooperation with EXPOCENTRE AO held the annual Section on Ambulance and Disaster Medicine. The section’s participants included personnel of the Moscow Emergency Medical Center, the Federal Centre for Emergency Medicine of Pirogov National Medical and Surgical Center of the Russian Ministry of Health Care, and different regional emergency medical centres. In addition, the participants discussed the issues of improving first aid training and changes in Russian legislation on first aid.
The Consortium of Artificial Intelligence and Robotics in partnership with EXPOCENTRE AO held the Forum on Robotics Solutions and Artificial Intelligence Technologies in Medicine. The forum included a panel on components, technologies and solutions for medical equipment, a panel on technological sovereignty of Russian medical equipment, technology transfer, introduction to foreign markets, and a technological session on practice of application of Russian innovative technologies and equipment in medicine. The event was moderated by CEO at InnoDrive OOO Maksim Gurbashkov and Chair at the Consortium Board, Executive Director at Android Technics Scientific Production Association Evgeny Dudorov.
The 7th Conference on Digital Dentistry and Additive Technologies for Medicine took place on December 5. The conference was attended by representatives of a number of companies who spoke about the latest innovations in medical devices, treatment and production protocols for medicine using additive technologies. For the first time, practicing dentists took part in the event with a description of digital protocols for dental restoration and treatment.
On 4 December, EXPOCENTRE AO and KVK Imperia Forum held the Russian Forum on the Strategic Challenges of the Medical Devices Market in Russia. Its participants received forecasts for the development of the medical products market in 2024, tools for strategic marketing in the field of medical products, a plan to implement neural networks in their companies, as well as discussed with experts the specifics of promotion on different sales channels, and much more.
The participants in the Russian Conference on the Relevant Problems of Modern Medical Organisations discussed key challenges, growth points and support measures for medical centres, digitalisation of medicine, main principles and working tools for attracting patients and the best medical personnel, etc.
The key event of Russian Health Care Week 2023 was the Forum on the Decade of Science and Technology in Russia: Direction to Medicine, which took place on December 5. The event was organised by the National Priorities Autonomous Nonprofit Organisation and EXPOCENTRE AO with the support and participation of the Russian Ministry of Education and Science, Science Park of Lomonosov Moscow State University, and Sechenov First Moscow State Medical University, the Association of Pharmaceutical Manufacturers of the Eurasian Economic Union, and the Skolkovo Foundation.
The forum brought together representatives of research organisations, research and production enterprises, pharmaceutical companies, foundations, development institutes, student start-ups and representatives of public authorities. The participants discussed technological sovereignty in health care, measures to support innovation, made a forecast of the demand for medicines, and discussed the driving factors and obstacles in the development of MedTech projects using real-life cases.
The day concluded with a pitch session of medical technology startups from graduates of Student Accelerators 2023.
One more important event was the Panel on the Implementation of Measures to Ensure the Achievement of Technological Sovereignty in the Russian Medical Industry and Support the Development of Medical Equipment Production in the Russian Federation, organised by Medical Technology Consortium. Representatives of the Russian Ministry of Industry and Trade, the Russian Ministry of Defense, the Russian Ministry of Health Care, the Russian Federal Medical and Biological Agency, VEB.RF, the Russian Academy of Sciences, Medical Technology Consortium and participants of the medical equipment market discussed the prospects for the production of domestic high-tech equipment for the health care sector.
The experts came to the conclusion that it was necessary to develop strategic documents for the development of the industry. According to Russian Deputy Minister of Industry and Trade Vasily Shpak, one of the results of the meeting was the decision to develop a Medical Industry Development Plan until 2030. He also noted the importance of creating new effective high-tech equipment to preserve the life and health of citizens for the prevention and early diagnosis of diseases.
On December 5-7, the Moscow City Department of Health Care and Research Institute of Health Care and Medical Management of the Moscow City Department of Health Care organised the 5th Anniversary Scientific and Methodological Forum for Health Care Managers 2023: Organisational Solutions as the Structural Frame of Moscow’s Health Care. It was held in a hybrid format.
The cumulative coverage of the broadcast of the plenary session and the three-day sessions exceeded 22,000 views from all regions of Russia. More than 200 speakers, including chief freelance medical specialists of Moscow, practicing doctors, scientists, experts, both offline and online presented the results of scientific developments, shared victories, achievements and successful practical experience in various fields of medicine.
The participants received up-to-date information on best practices in health care management, innovative diagnostic and treatment methods, research results and unique competencies for pharmaceutical know-how, and effective management solutions using AI.
On 5 December, the Forum on Health Care Ecosystem: A New Look at Preservation and Restoration of Health was held by EXPOCENTRE AO in partnership with the Health Care Development Centre of Skolkovo Moscow School of Management. It brought together top managers and staff of private public clinics, pharmaceutical companies, wellness industry companies, and representatives of industry regulators. The sessions and discussions were moderated by Marina Veldanova, Professor of Business Practice, Executive Coach, PCC ICF, and Director of the Centre for Health Care Development at the Skolkovo Moscow School of Management.
PharmMedProm 2023 was organised by the Russian Ministry of Industry and Trade and S-GROUP. On December 5 and 6, there were a meeting on implementation and development of the project on collection of donor biological materials for production of a domestic drug based on human chorionic gonadotropin (hCG) used in infertility therapy and other medical conditions, a working meeting on the development of production of pharmaceuticals and medical devices in the Russian Federation intended for the provision of medical care for male reproductive health, and a session on partnership for the benefit of health: development of interaction between a doctor and a manufacturer of medical devices.
The Conference on Adolescent Health: the Basis of the Labour Potential of the Future was organised by Izmerov Research Institute of Occupational Health and the Occupational Health Physicians and Specialists Association.
Russian Scientific and Research Institute for Medical Engineering of the Federal Service on Surveillance in Health Care with the support of EXPOCENTRE AO held the Special Expert Session MEDTECH.RUSSIA – The Best Way to Enter the Russian Market for representatives of foreign medical device manufacturers participating in Russian Health Care Week and interested in entering the Russian and EEU markets. The event welcomed more than 100 participants.
The Conferenceon the Most Important Issues of Pulmonology and Allergology was organised on December 6 by the Moscow City Department of Health Care with participation of the Russian Respiratory Society and in partnership with EXPOCENTRE AO. The presentations were devoted to various aspects of diagnosis and treatment of allergic and pulmonary diseases.
The conference was continued with the Masterclass on Spirometry for General Practitioners, which gave practical recommendations on application and interpretation of data of one of the effective methods of external respiratory function research.
The Russian Association of Radiologists organised the Conference on Effective Management in Radiological Diagnostics. Eleven speakers who are practicing health care organisers in radiological diagnostics spoke about the main trends in the development of radiological diagnostics in this country and discussed the specifics of private medical business, selection of equipment depending on the needs of the clinic, data-driven management of radiological diagnostics, organisation of effective work in radiological diagnostics departments, staffing issues in radiological diagnostics departments, ensuring patient flow in a private clinic, and effective automation of processes.
The event was moderated by professor, radiologist, President at the Russian Association of Radiologists Valentin Sinitsyn and health care organiser, Executive Director at the Russian Association of Radiologists Natalia Ledikhova.
The 3rd Scientific and Educational Forum THE YOUNG MEDICINE took place on December 7. This event is part of the Decade of Science and Technologies in the Russian Federation. It is organised by the Russian Ministry of Health Care, Filatov International Foundation for Biomedical Technologies Development, and EXPOCENTRE AO, with the support of the Federation Council of the Russian Federal Assembly and the Presidential Grant Foundation. It was attended by prominent Russian scientists, young researchers, students from different Russian cities, flagship companies, manufacturers of medical equipment and technology, development institutions, investors and government officials.
YOUNG MEDICINE 2023 brought together more than 500 participants in offline format from 20 regions of Russia.
According to Inna Svyatenko, this is the third year that YOUNG MEDICINE opens new names of promising young scientists from this country's regions.
The forum announced the results of the MEDICINE YOUNG Russian Scientific School Competition. In 2023, 386 projects from 52 regions of Russia and other countries (Belarus, Turkmenistan and Uzbekistan) were submitted for the competition, and 206 medical universities and research centres took part in the project.
The 18th edition of the International Scientific Conference on the Current State and Development Prospects of the Elite Sports Medicine – SportMed 2023 took place on 7 and 8 December.
The participants discussed the development of sports medicine in the Russian regions, medical rehabilitation in sports, relevant issues of sports traumatology-orthopaedics and psychology: methodology and practice of work in modern conditions, sports cardiology: problems and achievements, biomechanics of sports, and many other issues.
An enlarged meeting of the Working Group on the Development of Sports Medicine of the Presidential Council for the Development of Physical Culture and Sport was held on December 8. It was chaired by Head of the Working Group, Head of the Federal Medical and Biological Agency Veronika Skvortsova.
The Plenary Session of the Board of the Russian Society of Cardiology, organised by the Russian Society of Cardiology with support of EXPOCENTRE AO, and the Meeting of the Profile Commission of the Russian Ministry of Health Care for Cardiology, organised by Almazov National Medical Research Centre of the Russian Ministry of Health Care and Chazov National Medical Research Centre of the Russian Ministry of Health Care, took place on December 7. The meeting of the profile commission was moderated by chief cardiology specialists of the Russian Ministry of Health Academician of the Russian Academy of Sciences Sergey Boytsov and Academician of the Russian Academy of Sciences Evgeny Shlyakhto.
The meeting was attended by more than 50 chief cardiologists, leading profile specialists and professors of medical universities, and health care organisers from all regions of Russia.
Nine medical projects were presented on December 7 at the Pitch Session of the Medical Projects of the Agency for Strategic Initiatives. The initiatives involve the use of advanced medical devices and surgical systems in health care, as well as the application of AI in medical decision-making systems.
Leadership solutions were evaluated by experts, including Deputy Management Head at Pirogov Russian National Research Medical University Elena Kuznetsova, Head of Health Care Project Development at Shvabe Alexey Achikalov, and Director of ANO Expertmed Arkady Goryaev.
The rich business and research related programme of MedTravelExpo 2023. Medical Clinics, Health and Spa Resorts included key events dedicated to the development of medical and health tourism, improving the efficiency of clinics and health resorts, industry award ceremonies, and events aimed at promoting medical tourism and health resort rehabilitation and recovery.
The show’s programme opened with the 2nd Forum for owners, top managers, managers and marketers of health resorts and medical centres on Health and Spa Resorts: Concepts, Marketing, Quality, Personnel. The event was moderated by the well-known tourism expert and co-organiser of the programme Valery Shubin.
According to Mr. Shubin, over the first three quarters of 2023, the Russian health resort industry received income of more than 143 billion rubles, which is higher than in the same period last year. He also reported that for the first nine months of this year more than 4.5 million people stayed in health resorts, which is 5% more than the results of the previous year. The visitors to health resorts are also noticeably younger.
Experts also discussed the issues of medical personnel’s focus on customers, development of safety culture, including food safety in health resorts, marketing and product development, increasing efficiency and employee engagement, current trends in the health resort industry, and much more.
Another key event of MedTravelExpo 2023 was held on December 5. It was the 4th National Congress of Export of Medical Services, organised by the Russian Ministry of Health Care, the Coordinating Centre of the Federal Project for Development of Export of Medical Services, and the National Medical Research Center for Therapy and Preventive Medicine of the Russian Ministry of Health Care. Its plenary session was moderated by Head of the Communication Projects Division at the Department of International Cooperation and Public Relations of the Russian Ministry of Health Care Igor Shiryaev, who said that since 2018 the volume of exports of medical services had quadrupled.
The congress was attended by representatives of interested federal and regional executive and legislative authorities, heads of regional offices of the medical services export project and medical organisations. They shared regional experience in the development of medical services export and spoke about the best practices in this area of medicine.
A great success was a special congress day organised by the National Medical Research Centre for Rehabilitation and Health Resort Therapy of the Russian Ministry of Health Care, which is Russia's leading centre for restorative medicine and balneology.

Acting Director at the National Medical Research Centre for Rehabilitation and Health Resort Therapy of the Russian Ministry of Health Care Anatoly Fesyun delivered a keynote speech on health resort treatment as the reserve of the nation's health, its theory, legislation, and practice.

The first educational event for medical personnel of health resorts was organised thanks to an active position of the National Medical Research Centre for Rehabilitation and Health Resort Therapy.
The unique event – the Ceremony of the Person of the Health Resort Industry 2023. Health Resorts are Made by People – took place on 5 December within the conference programme of MedTravelExpo. Medical Clinics, Health and Spa Resorts. The event was part of EXPO Academy, organised by EXPOCENTRE AO in partnership with the Health Resort Industry magazine.
On December 5 and 6, EXPOENTRE AO jointly with the MedicaTour Agency of Medical Tourism organised the traditional Internationa lMedical Tourism Workshop for the participants in MedTravelExpo. Medical Clinics. Health and Spa Resorts. The participants held B2B meetings with foreign buyers from 10 countries – Azerbaijan, Belarus, Bulgaria, India, Iran, Israel, Kazakhstan, Russia, Turkiye, and Uzbekistan – who offer medical tours to Russia for treatment and rehabilitation. There were 445 negotiations with 65 exhibitors, about 40 agreements were signed, and steps for co-operation were outlined.
MedTravelExpo 2023 featured the EXPO Academy project offering colourful presentations of Russian regions.
EXPO Academy also hosted the 4th B2C MedTravelFest International Festival for Active Lifestyle and Health.
For the second year in a row, the festival’s partner was the Moscow Mayor’s Moscow Longevity project. Its co-organisers were Chazov National Medical Research Centre for Cardiology of the Russian Ministry of Health Care, the National Medical Research Centre for Rehabilitation and Health Resort Therapy of the Russian Ministry of Health Care, the National Medical Research Center for Therapy and Preventive Medicine of the Russian Ministry of Health Care, the International Association of Massage, Esthetics and Rehabilitation Professionals, the Voluntary Union for Physical Culture, the Russian Respiratory Society, the Museum of Health of the Russian Society of Cardiology, the Medical Treatment in Volgograd project, the Khanty-Mansi Autonomous Okrug – Ugra Development Foundation, Detensor, EXPOCENTRE AO, etc.
The programme was concluded with the 4th Conference on a Doctor's Personal Brand Workshop, organised by EXPOCENTRE AO with Zerts OOO. The event’s moderator was Viktoria Shmatkova, a medical marketing expert, founder of ZERTS and the Doctor's Personal Brand Workshop. She elaborated on new trends in personal brand promotion. Speakers spoke about building a personal brand in one year, how to make a speech clear and understandable, what a doctor should do instead of sleeping, how to get patients from Telegram, and much more.
